Global Excellence in Management (GEM) was a university-based program of learning that worked in partnership with U.S. private and voluntary organizations (PVOs) and international non-governmental organizations (NGOs) to conduct capacity building programs that promoted organizational excellence from 1994 until 2001. GEM was funded through a grant from the U.S. Agency for International Development to the Weatherhead School of Management, Case Western Reserve University.

Today, a similar program is being carried out by Innovation Partners International. Ada Jo Mann, past director of the GEM Initiative, continues the GEM training program through Innovation Partners International.
