Annotation: This case describes a successful international development planning effort in Northern Mozambique, Africa, a region ravaged by 30 years of civil war. The U.S. government agency for foreign aid, the Agency for International Development or USAID, had approached Save the Children/US (SC/US), asking it to consider facilitating a development planning and implementation effort in northern Mozambique. USAID was willing to fund a three-year grant for work needed in the four areas roads, health, economic opportunity, and agriculture. The agency also stipulated that the planning and implementation needed to be done through collaboration between government leaders and community leaders.
