In this paper, capacity building is aimed towards capacitating the human resources i.e., human competencies to become able to achieve their developmental goals by enabling them to embrace the changing scenario of development. In this context, Appreciative Inquiry is used as an overall capacity building approach with its immense scope. Positive inquiry, planning, and action are viewed as instrumental to enhance the capacity of human resources to be able to cope with changing scenario of capacity building and development needs. To respond towards such a changing postmodern context, one should also possess a distinctive language skill having a high human touch, values, positive attitude, and ethical behavior rather than hi-tech catwalk orientation which is possible through AI based attitude, knowledge, skills, love, peace, honesty, justice, discipline, freedom, action and reflection.
